    May 11 dialogue will focus on ethnic studies legislation and regulation proposals: AB 1040 (Muratsuchi)

    AB1040 would require each community college district to offer courses in ethnic studies at each of its campuses. Revisions to Title 5 regulations are also being considered that would require ethnic studies at community colleges.

    Request for Funds for SLO Convocation (second discussion)

    Request for funds $250 for Starbucks or eGift card for first 50 participants to RSVP for the SLO Convocation. Dr. Holmes has agreed to match the $250. Each of the 50 people to register and participate will receive a $10 gift card.

    Mary Sullivan moved to approve the funds, Betty seconded.

    Constitution & Bylaws

When the executive committee has approved the whole document, it will go to the full academic senate to approve those changes to the Constitution.

    Article II, Section C. Code of Conduct  is a newly added section, 
    The specifics of the Code of Conduct are outlined in the By-laws of the Academic Senate.

    Article III, Section B.3
    From the Minutes of 2/22:
    "The Senate shall conduct its business in a collaborative and inclusive manner following Robert's Rule of Order. At any point in a meeting, any member can ask that the body modify Robert's Rules of Order. When using Robert’s Rules of order, members of the Senate are referred to the easy to understand guide prepared by the PTA https://www.pta.org/docs/default-source/files/training/course-tools/president/english/roberts-rules-of-order-basics"

    Article V, Section B
    Change in the term of office for the President from one year to two years.

    Should the proposed revised Academic Senate Constitution be approved by the majority of faculty voting in Academic Senate elections, then the President's term will be a 2 year term from 2021-2023.  If the proposed revised Academic Senate Constitution does not garner a majority of faculty votes of approval, then the term will be a one year term 2021-2022.

    Article V, Section C
    Removal requires the affirmative vote of two-thirds of the Academic Senate membership casting an electronic affirmative ballot.
    Take out the second “affirmative”  and “electronic” wordings.

    Article VI, Section B, Senators
    The current Constitution includes the Director of Equity, Social Justice, and Multicultural Education. That was taken out because the position no longer exists. Lorrie reminded that a director of equity position was approved last Thursday by the College Council. Mary P pointed out in the organizational chart, the director of equity is under the Division of Equity and Engagement that has Senate representation. Cynthia suggested that the division can select its senators. The full list can be specified and amended in the By-laws by a two-third vote of the executive committee.

    There was a formal vote to remove that position. It will require a formal motion and vote to put it back.

    Article VI, Section B.1
    Each Division Senator shall serve for a term of two years and can be re-elected for consecutive terms.

    Erik motioned to strike out “can be reelected for consecutive terms” and to maintain consistency, to strike out the words “may be re-elected for consecutive terms” from the terms of office for Academic Senate Officers. (Article V, Section B)

    Terence seconded. Unanimous consent. Motion approved.

    Article VII, Section B.3
    Voting.  The election of a candidate or passage of Senate initiatives will be determined by a simple majority vote of the Academic Senate membership voting. In all elections, each full-time faculty member shall be entitled to one (1) vote. In all elections, each part-time faculty member with rehire preference shall be entitled to one (1) vote. Part-time faculty without rehire preference cannot vote.

    There was a lengthy discussion on part time faculty on voting and on service in the executive committee when they do not have a teaching assignment.

    Title V
    "“Faculty” means those employees of a community college district who are employed in positions that are not designated as supervisory or management for the purposes of Article 5 (commencing with Section 3540) of Chapter 10.7 of Division 4 of Title 1 of the Government Code, and for which minimum qualifications for hire are specified by the Board of Governors."

    How many consecutive quarters would a PT faculty be allowed to go unassigned and still have employee status?
    Lorrie: 6 terms=2 years

    Mary P will check with Kit Perales about employment status for part time faculty without assignments. 

     ...which is likely where we got all the REP language that we voted to delete

     Terence: Just thinking of my department, sometimes a part timer doesn’t get their classes bumped or cancelled, but instead has maxed out on load (i.e. they teach the maximum cumulative load in Fall and Winter). Keeping REP would give them qualification to stay in the Senate if they choose. 

    Discussion on REP and it may affect part time faculty’s eligibility to vote and to serve in the Senate and committees.

     Terrence proposed the following wordings: IF the faculty has REP, they can still serve even if they don’t have a teaching assignment.

    Should a part time faculty not have an assignment in a particular quarter, they may still serve in the executive committee if they have Re-Employment Preference.

    Bob moved to accept all changes in the document. Cynthia seconded 

    Erik proposed an amendment accepting all changes except those marked in red, Shagun seconded.
