- Cheryl clarified that either voting or associated member can make and second a motion.
Public Comment on items not on agenda (Senate cannot discuss or take action)- Mary D: deadline for students to file proof of vaccination is Friday, October 1. Class rosters will be updated by Friday midnight. They should send a message to all faculty to check their rosters for students who are dropped on Monday. There is potential insurance liability for unregistered students participating in classes.
- Mary raised questions regarding late start classes; can there be a different deadline for students who may not be able to submit verification proof by the Friday deadline. Also, what happened to those who add after the Friday deadline. The last day to add is Saturday, October 2.
- Mary reported an enrollment issue. A student who has never been on her waiting list managed to add ahead of 5 people who have been on the waitlist without getting an add code from her. How did he get into the system? She called it a mystery and asked if anyone has encountered a similar situation.

Needs and ConfirmationMary gave an explanation on how the tenure committees are formed.
The division deans are responsible for reaching out to the department faculty to serve on the committees. The Senate keeps a running list of volunteers for the at-large members.
First on the list, the two English Performance Success Counselors are embedded counselors. There is a memorandum of understanding between the district and the FA on the formation of these committees. Therefore, these committees should have one counselor from the department or division and one instructor from the department or division, and the at-large person is to be a counselor, not from that division.

There will be more tenure committee requests from ethnic studies and mathematics. Two positions, athletics and librarian, have been postponed to the winter.
Need for SSPBT Instructional Faculty member to serve on SSPBT (2 Year term)
There is a need for an instructional faculty member for the third seat on the Student Services Planning and Budget Team.

They have had some successes with their focus on Academic Progress Probation. Now, they are shifting their focus to Early Alert to proactively find solutions that prevent students from falling into academic progress probation.Early Alert is designed for the early identification of students who may be experiencing academic difficulty, and to connect these students with campus resources that can provide the appropriate interventions needed for their success.
Early Alert is campus wide. Faculty and staff can raise a concern on any currently enrolled De Anza students.
How does it work?
When a faculty has a concern about a particular student, he can raise the concern to the early alert system. That will generate an automatic email to the student. If the student is associated with any particular program, like EOPS, that program/service also receives a notification. If the student is not associated with any support service, then the retention team will be informed. The support service or retention team will reach out to encourage the student to speak with their instructor and an academic counselor. Faculty will receive an affirmation notice once the concern has been addressed.Patricia showed the Early Alert form in MyPortal and demonstrated how it works.
Once a student name is entered in the form, it will be populated with student information, including classes and the programs the students are enrolled in. Instructor can check the concerns options and suggest specific services for the student. The system also allows instructors to send kudos to the students. These motivational messages have a positive impact.In the Early Alert system students get contacted individually by someone that's not their instructor. When a student has attended the counseling appointment, the system will automatically generate a message to the faculty.
She invited everyone, faculty as well as staff, to utilize the system.They acknowledged that faculty and instructors have wonderful rapport and communication with the students in their classes. One of the benefits to utilizing this early alert system is that it loops in the campus support services to support student success.

Supporting document #2The executive order that allowed the Senate to meet remotely expires on September 30. The Senate will need to vote to continue holding remote online meetings under AB 361.This bill will allow the Senate to do so under certain conditions. There must be a proclaimed state of emergency. Also, as a result of the emergency, meeting in person would present eminent risks to the health or safety of attendees.
The Board of Trustees, one of the other bodies in our district that also operates under the Brown Act has written a formal resolution as to why they should continue to meet online. Cheryl asked members of the Senate if they would like a formal resolution or if they were comfortable with a verbal vote. Bob did not feel that there is a need for a formal resolution and that the verbal motion would suffice.
Mary P motioned that the Senate invoke AB 361 and continue to meet online because as a result of the emergency, meeting in person would present imminent risks to the health or safety of the attendees.
Bob seconded. Yes 16, No 0, Abstain 0. Motion carried.
ASCCC Fall Plenary Nov 4-6, 2021Joint meeting with Foothill Academic Senate Mon, Nov 1, 2021
The Fall plenary will be in a hybrid event held in Long Beach. There is an option for one in-person attendee from each college . All three De Anza officers decided to attend remotely.

- Proposed revisions
- The proposal makes permanent the extension of the past/no past deadline to the last day of instruction.
- It also allows a student to request EW under extenuating circumstances.
- Comments to the proposed changes must be received by 4pm on Oct 24, 2021
AB-928 Student Transfer Achievement Reform Act of 2021

Letters of oppositionThe bill has passed in the legislature (79 to 1) and is pending the governor’s signature. Anyone with strong feelings in opposition to it should write to the governor’s office.
Introductions and Virtual Posters (Part 1)Student reps Adel Burieva and Dimitri Yanovskyi introduced themselves. Mary P and Shagun volunteered to be mentors to Adel and Dimitri.
Adel, Dimitri, Anita, Bob, Cecilia, Erik, Felisa, Helen shared their Virtual Posters. Members were learning about each other on a more personal and deeper level.
Shared Governance Task Force updateThe Task Force started meeting in April and continued to meet over the summer. They are preparing a proposal for presentation at the next College Council meeting. Its members included faculty, classified professionals, administrators, and students. The student members have graduated. New members will join the team.
They researched the data from the College-wide Shared Governance Survey conducted Fall 2020. Conducted a deep dive into the current models of the Planning and Budget Committees. Researched Shared Governance models from similar sized community colleges. Created new definitions to clarify terms like shared governance, participatory governance, committees, etc. Proposed a new shared governance model that incorporated the budget committee, planning team and institutional effectiveness subgroup of the planning team that will review and assess the program reviews and the new CAS standards. Created a rubric for review and assessment of those CAS standards and program reviews. Drafted a letter of interest for Institutional Effectiveness Partnership Initiative Planning and Resource Team.
Communication via the Shared Governance Review website, proposal to College Council, members share updates and information with constituency groups. Updates to College Council, President, and senior staff.
Next step:
Present proposal to community via College Council and Town Hall.
Adjust the proposal based on feedback.
Modify SG handbook to incorporate changes from the new model.
Finalize new model for 2022-2023.The website has the most current timeline.

Lydia answered Mary D’s earlier question on extension for the proof of vaccination October 1 deadline. She does not anticipate any further extension. Once they have notified the students, it is mandatory. Also, there are online classes available.
Senate members should communicate to their departments and divisions, the vaccination deadline and automatic drop for unvaccinated students.
As for the student who added ahead of the waitlist, Mary should go directly to enrollment services. The student should not be able to bypass the system.
On scheduling and teaching modality. ASCCC asserts under Title V that the modality in which of course is offered is firmly within faculty purview.

There were concerns about changes to policies especially for classes that are sequential, like ABC. Some students who have taken fully online classes in previous quarters may have to finish the series with face-to-face classes in the third quarter. Or, they won’t be able to complete the series.
Faculty had to commit to the mode of instruction by September 14. That was a concern.
Winter is proceeding like Fall. These decisions are made between the departments and the deans. There was no college wide declaration for spring as to course modalities.
Good of the Order
Strengthening Institutions Program Title III Grant. $450,000 per year for the next five years. Over $2 million toward culturally responsive cohort based models to improve student outcomes.
Faculty teaching in person were happy to see their students.
