    Mae moved, Mark seconded to approve the agenda. The April 11 minutes will be reviewed and approved in the next meeting. No objection. Agenda approved by unanimous consent.

    Public Comment on items not on agenda (Senate cannot discuss or take action)

    Mark asked about the shortened add/drop period for the spring quarter.  The quarter started midweek. Why was the add/drop period not extended to the usual 2 weeks like the other quarters? That full 2 week  period has been helpful for students to add kinesiology classes after their schedules are set.

    Thomas: Census Day remained the same. The add/drop period has not been extended beyond the published dates. They will get detailed information from Nazy.

    Mary P: Some faculty have questions about the add and drop deadlines. If you add students on Friday, it is too short a time to drop them before Census for no show.

    Kevin also commented on other impacts associated with the condensed schedule. He suggested an evaluation of the effectiveness of Flex Day in view of all the resources and efforts spent on it.

    Accommodations and Assistive Technology Overview

    DSS presentation

    Anita Vazifdar presented an overview of the De Anza Disability Support Service and addressed some questions raised last week regarding accommodations, specifically about recording lectures.

    Persons with Disabilities account for 15%-20%, (1/5) of the population and is the World’s Largest Minority Group. Disability Groups include Blind & Visually-Impaired, Deaf & Hard of Hearing, Cognitive Disabilities, and Mobility Impairments. Areas of Learning Impact included Reading, Writing, Math, Memory, Speech, Debilitating fear, Anxiety, Pain, Poor hand/eye coordination, Fine motor skills.

    Anita explained De Anza accommodations for disabled students. They were put in place based on each student's needs.They are determined through an interactive process/discussion between the DSS Counselor and each student. They are not “one size fits all”

    The accommundations cannot fundamentally alter the class or learning objectives.

    It is a Student with a Disability’s Civil Right to receive accommodations.

    Anita went over the De Anza DSS application process. 

    She also explained the various DSS accommodations and services. Extra time on quizzes, exams and finals; Note taking services; Tutoring for Math & English; Assistive Technology: Text-to-Speech, Voice Recognition, Magnification Tools, Screenreader; Alternate Media for books and class materials.

    The accommodation for students to audio record lectures. 
    Students must fill out a recording agreement, which is also emailed to professors once they submit an accommodation request. The Digital Recording Agreement specified the terms and conditions for such recordings. They are for personal use and must be destroyed or deleted at the end of the quarter.

    Mary D mentioned an instance when she was not able to teach her class because the sign language interpreter did not show up for her lifeguard class lecture. She asked if the policy was still the same.

    Anita will consult with their deaf and hard of hearing department. She suggested that the instructor contact their department or the student’s counselor.

    Thomas commented that an instructor should not have to cancel class for one student if there are other students in the class. The instructor should be able to find a way to make up that lecture for that student.

    There was a question and discussion on test accommodations for students. DSS has a testing center and proctors for DSS students with special needs. Instructors and students can schedule test times with  the testing center.

    Cheryl pointed out that in Zoom, recordings and transcriptions allow all students access to the class lectures.

    AB 928 STUDENT TRANSFER ACHIEVEMENT REFORM ACT OF 2021

    Renee Augenstein gave a presentation with an overview of AB 928 and its possible impact on De Anza courses. There are three components to AB 928. She focused on the first component.

    It required Intersegmental Committee of the Academic Senates (ICAS) to establish a single lower division general education pathway that meets the academic requirements necessary for transfer into both CSU and UC (establish by May 2023, implement fall 2025) and to not lengthen the time-to-degree or include more units than those required under IGETC. The bill requires this singular lower division general education pathway to be the only lower division general education pathway used to determine eligibility and sufficient academic preparation for transfer into both segments.

    The other two components were the establishment of the Associate Degree for Transfer Intersegmental Implementation Committee and the requirement for Community colleges to automatically place students on ADT pathways when their transfer goals align with an existing program.

    The CSU AB 928 website indicated that the 34 semester unit (51 quarter unit) proposal is scheduled to be reviewed by ICAS on 5/12. Renee will provide an update later.

    For students interested in transferring to a public California institution, there are currently two GE patterns, CSU GE and IGETC.

    Renee went through both patterns side by side. Then, each pattern with De Anza courses that fulfilled the transfer requirements. Courses marked in red were not accepted. She pointed out areas that will be most impacted when the two patterns are combined into a single GE pathway.

    That included World Languages, Communication, and PE. There will be needs for further conversation on this matter. Some of these courses could fulfill other requirements.

    Renee added that even If a course is removed from GE doesn't necessarily mean it's not going to be required by the system. It could be required at the graduation level. She encouraged individuals or departments to reach out to her for further conversations. She also provided some links below.

    Dual Modality and Stacked Classes

    MOU on Dual Modality and Stacked Classes

    Kathy Perino provided the history and explanation for Dual Modality and Stacked Classes.

    Dual Modality Courses: two different delivery methods used for the same course (online and face-to-face or online and hybrid) for single load.

    Stacked Classes: two or more skill levels (e.g. beginning and intermediate or level 1,2,3) to be taught at the same time for a single load.

    Faculty may ask but are not required to teach these classes.

    The MOU listed courses allowed to be taught in these manner. Kathy asked Senate representatives to consult with their department if they wish to keep or add courses to the list. 

    They should get back to her within two weeks.



    Resolution Supporting the Shared Governance Task Force Proposal 

    Draft resolution

    The proposal was presented and discussed at the Senate. The Senate did not vote on it before it was approved by the College Council for recommendation to the President. 

    At the last meeting, it was suggested that the Senate write a resolution to support the proposal, acknowledge the CC recommendation, and urge the President to respond accordingly.

    There were questions and clarification regarding the proposed shared governance model.

    Academic Senate By-laws

    The Senate approved a revision of its Constitution and By-laws in April 2021. In an attempt to be inclusive and get more voices to the table the Senate expanded its executive and associate membership to include representatives from all divisions and areas. Affinity groups were added as Associate Members, non-voting. It was proposed that Affinity Representatives be made voting members. This amendment to the By-laws will require a two-third majority vote
