I. Call to Order

Welcome to the end of 2022, last meeting of the quarter.  Academic Senate President Cheryl Jaeger Balm was not feeling well and attended the meeting via zoom. Erik Woobury chaired the meeting from MLC255.  Many feel better soon messages in chat and over the mic.

Approval of Agenda and Minutes from November 28, 2022

Shagun Kaur moved, Alicia Mullens seconded to approve both minutes and agenda. No objection.Agenda and minutes approved by unanimous consent.

Public Comment

• Erik Woodbury, Alicia Mullens and several others reported the beautiful double rainbow on campus this morning.

• Mary Donahue asked for information about the possible medical facilities on campus. She also brought attention to the possible impact on parking.  Cheryl Jaeger Balm rsponded that there was a letter of interest from the county. She will update the body on the progress. The county will cover the cost of any displaced parking
• Mary Donahue described the problem for students not in a particular program to request an excused withdrawal. Students are instructed to get an appointment with a program counselor to proceed. 
• Alicia Mullens commented on the coming back to campus experience. She noticed a lot of services not open around campus.  For example, math tutoring is not open on Mondays and will not be open next week during finals. Having tutoring centers closed decentivises people from coming back. If the college is really serious about bringing people back to campus, these resources need to be readily available on campus and not just online.
• Julie Hughes, Marco Marquez and others expressed frustration over the Measure G Bond Program update in the Collegewide Forum, December 5 (today), 1-2 pm. There were over 100 people attending that included many faculty members and students. The plan presented is to build an Event Center and a new Services for Students Building. They will demolish and remove the A Quad Instructional Buildings (Creative Arts Division). The plan includes a swing space (temporary locations) for the Creative Arts Division. It does not include plans for a permanent space. This plan was presented without the input and involvement of stakeholders, like faculty, staff, and students. The meeting was not recorded by the administration, and not every question was answered. The overall meeting and the answers were very disheartening. They felt a lack of support for visual arts during this whole process. During the meeting, Eugene Rodriquez, an initial member of the Campus Facilities Planning Committee felt that he was not consulted nor involved in the process. They encouraged people to address this matter during Public Comment in the upcoming board meeting at Foothill College tonight.  Mary Pape acknowledged how hard the faculty have worked to keep the arts alive at De Anza. She was amazed that the $5.5 million budget plan does not include a plan nor budget for the arts center.  Marco Marquez said the Art Quad relocation was in the earlier pan but not the most recent plan.  Cheryl Jaeger Balm was impressed by the number of students that came to speak up for the arts at the Forum.  She noted in chat a proposal to bring forth an Academic Senate resolution in support of the Arts faculty.  Mark Landefeld shared the concerns of the arts people over Measure G. He extended his support and sympathy. He is a member of the Affordable Housing Task Force, there are no comprehensive plans for affordable housing, either. They are still conducting feasibility studies. This proposed plan for the Event and Student centers is to take out the prime locations for housing on campus. Thomas Ray was surprised by the change in the situation for the arts. He shared the expressed concerns and acknowledged the need for a better solution. Everything is still in the planning process. There are still internal discussions about how to use and prioritize the spaces. As a member of senior staff, he does value the arts and does not want them displaced.  Marc Coronado, as an artist, was in shock. The arts need space. It can’t be a temporary place. They need commitment.  Cheryl Jaeger Balm will bring this back for more discussion.  Mari Tapia pointed out that affordable housing was a big push on the Measure G campaign. There is a lack of administrative evaluation process like the faculty tenure process to hold them accountable. There should be an evaluation process and accountability system that has teeth and consequences.

Mary Pape expressed the need for computer science faculty member in the committee.  Marc Coronado moved to send it back to add a CS faculty, Mary Pape seconded.

Mari Tapia pointed out the need for diversity. The last few committees have been heavily male. Engineering also has a male bias.

Shagun Kaur: We are now getting into dangerous territory of mandating and controlling membership for a division hiring and I do not think that is a precedent we should be setting. This heavy handed directive is not the ethos of the Academic Senate.

Marc Coronado withdrew her motion.

Alicia Mullens moved to approve the committee, Salvador Guerrero seconded:  Yes 18, No 0, Abstain 2.

Mark Landefeld moved to approve the RSI document for APM (Academic and Professional Matters FHDA committee) consideration, Mary Pape seconded:  Yes 18, No 0, Abstain 1. Motion passed

Update on student registration issues

Ravjeet Singh and Jayanti Roy updated their meeting and communication with Nazy Galoyan on student registration issues they presented to the Senate on October 31, 2022.

Nov 8 meeting discussion items:

• A new tab/app in MyPortal, one click away for applying for a degree and certificates
• A message to students on the website reminding them to save their applications for the next time
• A message explaining why their registration date might be delayed (a few common error options)
• All abbreviations must be defined on the website in scheduling and in registration
• Have a legend defining all abbreviations
• Late quarter classes are labeled on the schedule once registration for regular 12 – week classes is over.

Nov 30 Update

• The Office of Communication is working on videos for students, and they are working on a new guide for registration, effective February 1.
• They will continue to review their processes.

Update on supporting effective participation in shared governance for classified professionals

Felisa Vilaubi and Dawn Lee met with Classified Senate President Sarah Wallace to discuss the Academic Senate support for classified professionals to participate in shared governance. They will continue this conversation in January as implementation and training commence for the Program Allocation Committee (PAC).

Proposed updates to J1 and J2 (Administrative Eval and Student Eval) forms: Draft updated classroom J1

Alicia Mullens: I just looked through the newly proposed J1, and have one small comment for #28. Please add "district community" to this list, committees such as Chancellor's Advisory Committee, District Budget Committee, the FA Executive Council should be considered as fulfilling participation here.

Alicia Mullens expressed concern about so many “grades/scores.”  She felt that adding more scores muddles the evaluation message.  Cheryl Jaeger Balm explained the intentional decision to go from a 3-point Likert scale to a 4-point scale where 1 and 2 are both good. People need to worry only about 3 and 4.

Shagun Kaur found items 9, 10, 11 confusing. She pointed out the need for provide training for adjunct and tenure track faculty to understand  the terminology. There has been a lot of unofficial mentoring and training over the years.   Thomas Ray and Dawn Lee mentioned plans for training on how to complete an observation and the new J1.

Mari Tapia: 9 is clearly about assignment; 10 and 11 could be combined; how is 14 to be assessed, it  needs mention of collaboration; 15 needs further clarification.

Cheryl Jaeger Balm asked everyone to look at the document, get feedback for more discussions in January before she sent it back to the FA for negotiation.

Dawn Lee and Brian Malone have been in conversation about how to support faculty in this matter.

Dawn Lee: The training videos are really great; for immediate need scan the table above. Also, she wanted to acknowledge that Ravjeet Singh spent a lot of time gathering the information. 

IV. New Business

Resolution in support of Iranian Women and Education  (first read)

Marc Coronado presented and asked for Academic Senate support for the resolution.  The resolution is about solidarity with Iranian women and higher education. The morality police are cracking down on protesters and women in Iran. She asked the Academic Senate to support and to be in solidarity with the global movement for women's rights.

Shagun Kaur: I motion we suspend the usual parliamentary procedure of a second read and pass this resolution with acclamation today. Alicia Mullens seconded.

Thomas Ray thanked those who brought this forward.  President Holmes will be putting out a supportive statement.

No objections. Motion carried.
