Credit by Exam (CBE): Proposed Change to De Anza local requirement (second discussion)

Proposal to remove local requirement (see p. 28 of De Anza College Catalog) that before requesting CBE, a student must "first successfully complete 15 units at De Anza."

This was a request from CTE. They have been working with dual enrolled students that found this requirement to be a barrier for them to request credit by exam. This has been an existing De Anza local requirement. Foothill does not have this requirement

Mary D moved to remove the 15 units minimum requirement, Mary Sullivan seconded.

Divisions & Departments --what should they be discussing regarding Return to Campus & 2021-22 course scheduling decision making?

Karen shared the 5/24/2021 Open Letter to District and College Leaders from FA and Academic Senate Leadership of both De Anza and Foothill Colleges. They wrote the letter over the weekend as an urgent, collective petition that the Faculty Association and the Academic Senate leadership of the district be immediately and fully included in college and district-level decision making regarding course scheduling and classroom/facilities safety in the District/Colleges' evolving return to campus plans. They recognized the difficulties of keeping up with the moving targets of county, state and even federal guidelines. Their chief concern is the lack of clarity and sometimes contradictory messaging regarding the scheduling of Fall classes. These and other concerns are outlined in the open letter.

Time for discussion of questions and issues that Divisions & Depts. should discuss regarding Return to Campus & 2020-21 course scheduling decision making

There was a discussion on requiring vaccination and testing. The UC’s and CSU’s are requiring vaccination.  SJSU was still implementing pandemic mitigation strategies (limited capacity rooms, 30 minutes between each class, masks still required).

On May 18, Santa Clara County mandated that “all businesses and governmental entities determine the COVID-19 vaccination status of their employees, contractors, volunteers, and others who regularly work onsite.”

Although the district is not currently requiring employees to be vaccinated, people may request a medical or religious exemption from vaccination.

PE will have some on campus classes in the summer, including swimming and badminton. Mary D shared her social distancing instruction for her class.
    https://marydonahue.org/social-distancing-during-swim-class

Some people wanted more information about campus and class conditions before making the decision to return to campus. It is entirely voluntary for people to return.

Autotech has been teaching on campus since September, and has scheduled in person classes for summer and fall. It has been working well. They have been doing lectures via zoom and bringing in students in small groups.

Biology just started re-roofing two buildings and will not be able to access their labs.

There was concern about the old HVAC system and small class rooms in L quad

Teachers are human beings, not silos, everyone has situations they have to work around in their households, like aging parents and young children who will not get vaccinated. It is worse with adjunct faculty, coming from their homes and environments.

District does not have a policy on vaccination. It doesn't make sense.

How can an instructor feel safe in a full classroom with 50 students and  no social distancing? Some division deans have been heavy handed about demanding certain classes to be offered in certain modality.

Curious as to how things evolve over the summer… now the CDC is pretty much telling people that vaccinated people don’t need to wear masks anymore… interested to see how California’s rules evolve.State Senate passes a resolution in Spring Plenary that asserts faculty primacy in teaching modality - https://www.asccc.org/resolutions/asserting-faculty-primacy-teaching-modality

The Dept. of Political Science has asked (and received) Fall preferences, but we have been given no guarantee of choice of face to face or particular classes.

Even with a vaccine policy, I want to know how it will be reinforced for students. Because the classroom space is inadequate for social distancing. So any policy has to include measures for how it will be reinforced and whose responsibility it will be to reinforce. I can’t imagine that they would expect faculty to take on this role…

APBT reports reveal that the level of cleanliness even before the pandemic was limited due to being short staffed over the years. Some people are not comfortable coming back to a campus in a 1960s building with 30 students and poor ventilation

CA govt shared that indoor mega events as of une 15 will require either proof of vaccination or negative covid test.

State Senate passes a resolution in Spring Plenary that asserts faculty primacy in teaching modality - https://www.asccc.org/resolutions/asserting-faculty-primacy-teaching-modalityAlso this : Flexibility in Attending Academic Senate: https://www.asccc.org/resolutions/flexibility-remote-attendance-local-academic-senates

    Discussion on Optimum HQ

The same issue comes up for counselors, we are in small spaces with our students, often unventilated, windowless offices where social distancing is not possible.

Could remote learning be added as a disability accommodation from now on, even when the pandemic is not happening anymore? It would be a fantastic aid for students who have illnesses/conditions that cause frequent absences.
