Approval of Agenda and Minutes from October 30, 2023
Erik moved the agenda item FHDA Administrative Procedure / Board Policy Review Committee Update (3rd Reading) BP 5500; AP 5500 , 5510, 5520, 5530 from 3:05-3:30 to 3:45-4:15.
Mary Donahue moved, Shagun Kaur seconded to approve both minutes and agenda. No objection.

Jayanti Roy: Social Sciences and Humanities Village Event, "Why Major in ___?" (Geography, Anthropology, Psychology)

Campus Center Advisory Committee- (1)
Student Grievance and Student Conduct Hearing Board-As many as possible. Time commitment is as needed. There is no set schedule. This is a really fantastic way to meet some students where they really need to be met. It provides support for students who need to learn from the mistakes or errors they may have made. Rewarding work for relatively low time commitment. Contact Hyon Chu Yi-Baker, or Michele Lebleu Burns.
J1 Training and Implementation Committee-Need a second rep to plan additional training.
EO Representatives needed for Hiring Committees-As many as possible. Reach out to your department, division, and area. There is a long list of hiring committees to be completed. Not just full time, part-time and classified professionals can serve as well. Mary Donahue asked about compensation for part-time. Those never been trained will need to take the official training. Those trained previously may take a refresher course from the comfort of your own computer.

Bookstore Concerns Update
The bookstore concerns shared in public comments in the last meeting have been conveyed to administration. The bookstore is not aware of the issues. Therefore, the administration has requested the Senate to collect and compile records of specific bookstore complaints and experiences.

Mary Donahue asked if there was a way for students to be notified that a class has a free textbook and a link to the book in the bookstore page.
Deborah Armstrong suggested that faculty include the ISBN number in their syllabus to allow students to get their books early and get the right edition.
Someone mentioned another complexity. The same textbook may have several ISBNs. The bookstore may decide with the publisher for a particular ISBN.
SSB9 Grading Interface Update (Notes)
Nazy Galoyan, Dean, Enrollment Services, International Student Programs, Outreach Admissions & Records
Nazy shared a summary of proposed changes as they moved from SSB8 to SSB9. The attached notes above have side-by -side views of “My Grades,” “My Office Hour,” and “ Searchable Schedule of Classes” layouts. They are looking for feedback and 2 faculty volunteers to participate in the decision on the changes.
Mary Donahue raised a question about fixing the problem with accurate LQ indication. She and Nazy will discuss this separately.
Priority Registration for Students with Children under 18
This new mandate for Priority One registration took effect on July 1. They want faculty and staff to be informed of this change. Her office has been dealing with the challenge of identifying and validating those students.
ASCCC Fall Plenary Resolutions
Erik Woodbury will represent the Senate in the ASCCC Fall Plenary, November 16-18, 2023, Costa Mesa. He asked the Senate members to review the resolution packet and bring forth items for discussion. He asked for suggestions for amendments and how to vote on particular resolutions.

Make sure that part time voices are heard.
Mary Donahue commented that in the final resolve that “adequately compensating them for their work” is open to interpretation. She asked for some way to firm up the language.
“Adequate” is an intentionally broad language that will leave the negotiation to the local college or district level.
AB1111-renumbering course
Someone asked about the De Anza plans for implementation.
Thomas Ray: According to the Chancellor’s office they will roll out by courses, not all at once. They have named Math and English as starting points with no details.
Sherwin Mendoza pointed out the challenge for having a common numbering system between 113 colleges on semester system and 3 colleges on the quarter system.
The plenary will take place next week. Members still have time to bring back items for discussion in the next meeting.
Each college gets one vote and the district academic senate gets one vote. Foothill and De Anza generally discuss and try to arrive at a consensus and not vote against each other.
Training and Support for RSI/Online Teaching: Developing a model
Last week the Senate voted to approve with a few suggested revisions AP 4105 on regular substantive interaction in outline classes.
This week the Senate engaged in discussion on developing a model for training, support, and documentation of RSI.
Erik Woodbury suggested that people look at the Current Proposal under discussion at Foothill for ideas as De Anza develops its own plans.
Below are some of the topics and questions from the meeting:
Identify training. What does it look like? What is required? What are the details?
Compliments to James Capurso on the RSI training that morning. The session was not recorded. There will be more sessions in the future. Mary Donahue requested the slides to pass on to part-time faculty.
Some topics from the session: Faculty don't have to interact with every single student. Faculty can attempt but it is not their fault if students do not respond.
Saying good job on assignmenst does not mean anything.
Some training gives a list of what to do.
Define what is and what is not RSI?
Interact with students in the beginning. Send them a welcome email before class starts
Example of what works and what keeps them in the class.
Keep students engaged to help them succeed in the class.
Effective communication and building engagement.
There should be a base-minimum expectation that everyone should meet.
Best practices on what it should look like as we grow online.
Holistic training built around what it means to be an online teacher. Effective pedagogy for online classes
No one size fits all. What is RSI in some classes may not apply to other disciplines. There should be different types of engagement between classes like PE, physics, communication, and astronomy.
Be mindful and respectful.
Types and formats for training:
Training by departments
Cross-pollination, between departments and disciplines.
Cohorts, learning groups
Training on Flex Days
Asynchronous training, specially for adjunct, to work at their own pace
Have a mix, different modalities
Shagun Kaur acknowledged adjunct faculty who has done this work on other campuses; leverage the work outside, beyond what is at De Anza.
Some people have taken the State Accessibility training.

Michele LeBleu-Burns explained the process and rationale for the revisions to the policies outlined in the presentation. She pointed out some of the updates and changes. She related that they have been able to settle the grievances informally and have not had a formal grievance hearing since a year or two before the pandemic. They planned to revise more frequently, on a 3-year cycle. The last revision was in 2006.

Good of the Order
Anyone can serve as EO rep, part-time faculty may be compensated over the summer if they do not have a summer assignment.
Senate members expressed an interest in attending both VPI candidate interviews next Monday and Tuesday at 2:30, Fireside Room. The officers will discuss how to handle the conflict with the regular Senate meeting on Monday, 11/13.

Measure G
The budgetary estimate for the proposal from the Measure G task force came in 17 million dollars higher than the funds allocated for the creative arts building and the student services for students building and other updates and renovations to buildings on campus.
In a meeting on Friday, Chancellor Lambert questioned whether the money currently allocated to De Anza for their projects would remain in De Anza’s hands or go to other district projects. There are a lot of concerns and confusion.
Additionally, the construction of a County Medical Center may delay the construction of a new Creative Arts center into the 2030’s, delaying the opening of the buildings and significantly increasing costs.

Student Health Services is hosting the Fall Health Screening Fair next Tuesday 11/14/23 from 10 am to 1 pm. The event is open to all students, faculty, and staff. In regards to AP 4105 and the RSI (Regular Substantive Interaction) documentation, whatever comes forward from the Senate, “FA will need to negotiate:
- compensation (either $ or PGA units) for required training
- frequency on this requirement (one and done or every 3 years or something else?)
- timeline to complete the training
- consequence if training is not complete
- any exceptions to the training requirement
While the two campuses don't have to agree 100% on the training, the requirements should be similar and the result of the list above will need to be district wide.
The Faculty Association (union) is the sole collective bargaining unit for all faculty as regards working conditions, job status, and compensation. The union is dedicated to negotiating for fair salaries, improved working conditions, and enhanced benefits for all faculty members.
